Inspection Procedure for Service Line Installation
The inspection procedure for service line installations shall be as follows:
PRE-CONSTRUCTION MEETING:
Prior to excavation for the service line, the Applicant shall schedule a pre-construction meeting between the excavator, plumber and SLSA inspector. At this meeting, the inspector will review SLSA requirements with the excavator and plumber, and the alignment for the service line shall be established and marked. If this meeting is not held prior to excavation, the Applicant may be required to relocate the alignment of the service line.
LINE INSPECTION AND AIR TEST:
After the service line has been installed but before backfilling, the Applicant shall schedule a second visit by the SLSA inspector to inspect the installation and witness the air test. The service line shall be clearly visible, with 6 inches of the specified stone bedding material beneath the line (the line shall not be supported by blocks or large stones). At this time, a stockpile of the proper stone backfill material shall also be onsite to ensure that the trench will be backfilled with the proper material. If the excavator is on site, backfilling may commence upon approval of the installation and the witnessing of a successful air test by the inspector.
GRINDER PUMP AND SUBMERSIBLE SEWAGE PUMP INSTALLATIONS:
In the case of a grinder pump or a submersible sewage pump installation, a third site visit by the SLSA inspector may be required for the testing of the pump.
ADDITIONAL SITE VISITS BY SLSA INSPECTOR:
If the installation fails either because of a failed air test or an improper installation of the service line, the costs of subsequent visits to the site by the SLSA inspector shall be charged to the Applicant in addition to the standard inspection fees listed below.
FEES:
- Tapping Fee (per Equivalent Dwelling Unit) = $3,000
- Connection Fee (if sewer lateral was previously installed by SLSA) = $1,200
- Connection Fee (if Developer installs lateral) = None
- Service Connection Inspection Fee (per sewer connection) = $225
- Service Connection Inspection Fee (per grinder pump connection) = $450
